Up to UAH 1,000,000 – that is the maximum grant available to Ukrainian civil society organisations (CSOs) building regional and inter-regional collaboration platforms in 2026. The “Civil Society Collaboration Platforms” competition, administered by ISAR Yednannia through the Askold and Dir Fund, supports initiatives that go beyond single events and create lasting partnerships between CSOs, authorities, businesses and communities.

Who is the Askold and Dir Fund: Norwegian-Swedish support for Ukrainian civil society

The Askold and Dir Fund is a Norwegian-Swedish fund administered by ISAR Yednannia. It operates under the large-scale project “Strong Civil Society of Ukraine – a Driver of Reforms and Democracy”, funded by Norway (Norad) and Sweden (Sida). The fund’s goal is to strengthen CSOs in their role of promoting inclusive recovery, reform and democratic governance in Ukraine.

The fund provides grants for organisational development, advocacy, research and media campaigns, and offers educational programmes, trainings and networking opportunities through the Civil Society Hub platform (home.ednannia.ua). The “Collaboration Platforms” competition is one of the flagship competitions in the fund’s portfolio, focused on the regional and inter-regional level.

The competition supports the creation and development of collaboration platforms that bring CSOs and stakeholders together to work on pressing issues in communities – and generate concrete practical results. It has a regional or inter-regional focus and supports initiatives working at the level of oblasts or multiple regions.

Rolling basis means there is no single deadline wave to wait for – the selection committee meets regularly to review incoming proposals. What counts as a “collaboration platform” under this competition

A collaboration platform is not simply an event or a training programme. Under the competition’s terms, it must include at least one large public open event – a regional mini-forum, conference or cross-sector gathering. Additional smaller activities may be included: communities of practice, thematic and training sessions, consultations, and CSO coordination meetings.

Expected changes and outcomes, rather than the type of events, determine the format and content of a platform. Platforms must produce practical results that participants continue to use after the project ends – new or strengthened partnerships, joint recommendations, tools, or models of collaboration.

⚠️ What is not supported: purely educational events without practical organisational change; series of events without strategic impact; initiatives with an exclusively local scope (single community level).

Three Competition Priorities

The competition’s portfolio is structured around three priorities. Applicants select the one that best matches their initiative.

Priority 1. CSO Capacity-Building Platforms

Focus: organisational capacity · governance · resilience · partnerships

Supports platforms that help civil society and charitable organisations strengthen their organisational capacity through joint work, experience sharing and the adoption of new approaches. Possible formats include communities of practice, thematic session series, mentoring, peer-to-peer learning, and joint development of management tools.

The program prioritizes platforms that involve practical implementation of organisational change (rather than training alone), include mentoring or peer-to-peer formats, and have potential for scaling to other regions.

Priority 2. Recovery Collaboration Platforms

Focus: cross-sector coordination · community recovery · social services

Supports platforms that bring CSOs, local authorities, businesses and other stakeholders together to address practical recovery challenges. Focus areas include social services, education, healthcare, employment and the integration of vulnerable groups.

Activities must target the development and implementation of concrete solutions at the local or regional level – not simply discussion of needs.

Priority 3. Advocacy Platforms

Focus: public policy influence · advocacy · democratic governance

Supports platforms that unite CSOs and other stakeholders to build joint positions and influence policies at the local, regional or national level. Focus: specific regulatory issues in the areas of recovery, social policy, education, healthcare, and human rights.

Expected outcomes include documented CSO influence on policies or practices, jointly developed recommendations, and expanded participation of vulnerable groups in decision-making processes.

Who can apply: eligibility conditions

Applications are open to organisations registered under one of the following Ukrainian laws: “On Public Associations”, “On Charitable Activities and Charitable Organisations”, or “On Associations of Local Self-Governance Bodies”.

Mandatory conditions:

  • Included in the Register of Non-Profit Organisations with a non-profit status code: 0032, 0036, 0038 or 0039
  • At least 1 year of work in the field relevant to the chosen priority
  • Regional or inter-regional operational scope

An important detail: the fund is looking for experienced and capable applicants. This competition focuses not on early-stage organisations, but on CSOs with a track record in the relevant field and the capacity to administer a project of up to UAH 1,000,000. Experience of effective cooperation with authorities and established partnerships with other CSOs will significantly strengthen an application.
